Was there a single North American cartoon in the past 8 years which pushed the limits of animation, art, depth, effects, etc.?

No, they aren't experimenting very much with animation or effects, and why would they? It's no surprise that, of the three cartoons you chose to make your point, the only one that survived for any significant amount of time was the story-heavy Exosquad. The only audiences that care to see context-less battles between two meaningless factions are kids, who can make up their own story.
On the flip-side, just about everyone is okay with lackluster visuals if the story backing them up is good enough. This is common industry knowledge, and why companies aren't throwing money at animation.

Until cartoons can come up with a new way to actually make money, they will continue to stagnate. All of the old ways of generating revenue for cartoons are dead.
Kids buy fewer toys nowadays, just cheap phone games. Fewer and fewer people still have cable, so ads don't work any more. Why would cartoons invest the money in looking great if they're not going to see a return?

Steven Universe has some pretty impressive characterization, even if their characters can be annoying cunts, and the BGM is next level for a western CN show.

Gravity Falls is a technical masterpiece.

I will admit the boundaries nearly as much.

Inane analogy and inane logic. The only thing you stated here is that the western cartoon industry has shit management.
Yet again, making a fool of yourself.
Every industry from the movie, music, game, comic, pursues the perfection of both visual and writing characteristics with at least one Magnum Opus attempt every 6 months to a year (including sound where applicable); only your cartoon industry in the west has an inability to find talented animators and talented artists and designers.
Just like an Engineer is worthless when he can't advance beyond simple machinery into serious complex designs, so are your cartoons worthless when they can't advance all their aspects including visual from infantile-level to a higher more sophisticated level.
It means you are lagging behind all other industries in mentality, management, and skill-set. Even fucking Japs are beating you.
You telling me there is virtue in surrendering to the Japs and admitting your inferiority in certain aspects? That's called being cucked.

I propose we target another group of autists. My suggestion is the trainspotters. Every episode will have 10-15 minutes of it devoted to showing off obscure trains in exquisite detail. Not a screw out of place. We'll hire a small team of dedicated autists to make sure the trainservice is on point.
