They could have had Skeletor use that to turn literally anything, a rock, a tree, whatever, into an exact copy of He-Man. And you also would have had an explanation as to why he never made another, because the Staff was destroyed.
(And I realize how stupid it is to overthink the Filmation show, but still. The writer had a perfect way to do things and NOT be lazy about it)
