The shit with Panini was fucking adorable. She got pretty flanderized later into a full yandere, but honestly it never bugged me. I liked having her as a frequent antagonist, and I actually thought it was funny how creepy the crush got.
Chowder's screaming schtick was never funny to me, but it didn't really grate, either.
The visual style was great all the way through. The weird color gradients and splotches of color they had just on the ground or the pavement. The textures used to fill in objects. The lines that looked hand-drawn getting more and more abstract and Dr. Seussy as they go into the background. The generally warm and yellowish color palette. The character designs are fun.
The show's generally funny. It's not usually hilarious, but the slapstick, nonsesnse, 4th-wall-breaking, and cutesyness usually got a laugh out of me once or twice an episode. The art shifts and 4th wall stuff started to get overused in later seasons, but I still really liked it overall. Timing and pacing is usually good, even if they did have a few gags where the gag was supposed to be that it was going on for way too long.
And you have to give a show props for being just that WEIRD and still managing to seem almost banal at times.
Chowder was a good show, anon. Greenblatt did better later,, but Chowder was good.
