The girl I dated for years is over 6" tall and has giant tits; she ended up having them reduced from an F to a DD. Still large, but not as ridiculously large. She got them reduced due to back pain, but she loves having big boobs; she's thinks it's very feminine.
My current girlfriend is a DD (yes, I'm a boob guy). When she was growing up, she saw how badly girls teased her older sister for having big boobs, so she wore oversized flannels and shirts to cover them. She would rather people think she was fat than have big boobs. (This changed when she went to college and saw how much more positive attention she got from guys for having a big rack.)
And it doesn't really equate to dick size, because it's much harder to hide a large chest. A small dicked guy and a large dicked guy can pretty much go about their days and have the same experience (unless they're wearing tight pants or shorts, I suppose), but a small busted girl and a busty girl have pretty much everything out there.
