The thing with that "peridot fakeout" is that Garnet wasn't doing fusion just became she felt like it, she did it to fight Peridot because she felt it was necessary, and to a character like Garnet, fusion probably means more than just pleasure. Pearl had to create that circumstance, because she wanted to have fun.
I can't even say that it would represent having a relationship because under false pretenses, because relationships aren't usually formed to combat an imminent threat.
But Pearl definitely did something shitty to Garnet, it might have not been rape, but she definitely got used. Maybe it has more in common with getting sexual favors out of someone in need or emotionally vulnerable. That's not rape, but it's really awful.
