That isn't what he looked like in 1923. He didn't even look that way in 1936 when he was finally shown in color. Each time they updated his appearance, the new appearance carried its own copyright protections.

If the work is from before 1978, or was made "for hire" or anonymously in 1978 or later, the copyright lasts 95 years from the first official publication.
Otherwise, the copyright lasts for 70 years after the death of the author.
But that's a gross simplification, it can get much more complicated depending on a lot of factors.

i don't see how they can possibly get another extension, the last one was framed as an like emergency extension of rights
they can't keep extending but they might make some ass pull about how "mickey mouse IS disney" allowing them to keep him forever because he's such an integral part of the brand or something like that

That's what trademarks are for, though I'm not sure I trust politicians to know that.

If we want to be technical, only his shorts from that era will enter the public domain. Felix the Cat as a name is still trademarked and owned by Dreamworks. This also includes the 50s series which introduces his Bag of Tricks, the Professor, Pointdexter, etc. which won't be public domain for another 30 years, and then there's Twisted Tales which was made in the 90s, which probably won't be public domain in your lifetime

Even if copyrights factored in designs that way, all it would mean is

The Shadow dates to 1930, Tracy to 1931, and The Phantom to 1936. Barring extensions, they'd expire in 2025, 2026, and 2031 respectively.

The first two Zorro books (1919 and 1922) are in the public domain as is The Mark of Zorro but there's been a lot of litigation over the past decade as to the status of the character himself. Courts have pretty much punted on the issue with the cases mostly being dismissed.

For just comics characters in general, Popeye will be coming up in 2024; the original version of Olive Oyl has been in the public domain for a few years now.
