>>101444839Yes, it's clear that these shots were made when this was a passion project, and later everything else was filled by paint-by-numbers rotoscoping. When you watch the movie you don't feel like you're watching an oil painting, you feel like you're watching live-action. And as OP suggests, the murder plot is boring and there's nothing else in the movie outside of it, when they could have made the murder plot a McGuffin and have us see the world through Vincent's eyes in an exciting fantasy/drama story. Instead, everything is shot like a daytime TV procedural.
