Timeline-wise then, we can actually approximate ages.

Lance and Hunk had already passed their first year at the Garrison at ages 17. However, Lance knew Keith and Shiro, and Lance only got to stay because Keith dropped out.
So we can assume Keith joined at 15, spent over a year as a cadet, then left at late 16/early 17 after Shiro disappeared. Keith dropping out of the upper class left room for Lance to graduate up.
Shiro already had 3 Senior Officer stripes at age 23. If Shiro also joined at 15, then spent 4 years to graduate, he would be 19 when he graduated and somehow accumulated an officer position in the preceding years, probably around 20-21.
So, yeah, Shiro probably met Keith ala recruitment at 14, which is why his voice was off and Keith was smaller. Not 10-13, but a high schooler looking for a change.
