Then they need to treat Homestuck like a drug and them as a drug dealer. Not this once every two weeks crappy VN garbage, they need some form of updates, and not scheduled ones. They can happen any day, any time, with at least one guaranteed at some regular time.
So you have your main series with Vriska Dad Egbert and crew fighting penises or whatever the hell Hussie's underlings will think up for him to sign off on, but you have side stories that (and this is important) are actually part of the canon. Like what PXS was meant to be, things filling in the blanks between episodes or before episodes, but don't tell people when these get posted, and put them in MSPA format. Better yet, turn them into password-protected things on the homestuck site: you have to watch the show to get the password to access the side adventure.
On top of that pile on the other side things. Character blogs and twitters, useless side websites, fake accounts on social media.
You want to turn Homestuck back into a big thing you have to treat it as a giant experience, however superficial it actually is, and you have to do it on a rapid basis. No fucking hiatuses. Force people to be drawn into it.
