Not to mention unlike GL Nova wasn't about the Nova corps. The comic was a always about Rich who got the powers of the Nova Prime (Rhomann Dey) by random. Heck the Nova corps weren't even a thing when the first Nova volume came out. They were introduced in the F4 comic as Xandar's militia and they didn't have powers, only Dey did.
Even when Sam had his comic he was the only Nova, the corps is always there to die.
DESU the Space Knights fit the Universe cops role more than the Novas and they were more efficient at it.
