There is a federal law criminalizing simulated child pornography that is obscene or lacks artistic, scientific, or political value. However parts of that law were found unconstitutional and no one has tried to test that particular section in the courts yet. On top of that mere possession of such child pornography isn't illegal according to the law, it has to be proven that the pornography was transported across state lines or through some common courier like mail or the internet.
The states of course have their own laws and in some states cartoon child pornography is explicitly banned and in others it is specifically exempt from laws banning child pornography.
What the federal government can nail you on is violation of obscenity laws. However the courts have never managed to clearly define what obscenity is, literally the closest thing it has to a legal definition is a ruling by a member of the Supreme Court that "I know it when I see it" (actual quote). As such its historically come under a lot of criticism about violating free speech laws so it's by no means a sure conviction.
tl;dr: It may or may not be illegal depending on your state. Federally it is not illegal to posses drawings of child porn that you created or acquired directly, it's only illegal if they can prove that it was transported across state lines or through some public medium and even then it's still a legal gray area. So drawing Gwen porn in the comfort of your own home is ok, ordering that loli doujin from Japan is sketchier but probably won't get you vanned. They can charge you for obscenity but that might not stick and even if it does it won't get you on a sex offenders registry.
