I think the point of hormone blockers is not to undergo HRT immediately, but to postpone puberty until they are a couple years older, when they can be trusted to make the decision.
And if they don't want to transition anymore, you simply stop taking the blockers and most should go though puberty normally, although I think that biological females are rendered infertile. Who want to have kids anyway tho.
But this all said, I acknowledge how fucked it all sounds and how one might be against it.
