A) The first ever TMNT cartoon was an utterly terrible show that had nothing to with the comic and was little more of an excuse to sell toys. However, that didn't matter to the idiotic kids it was intended for and as such, there's an obnoxious amount "fans"
(really just autistic manchildren who can't accept that it's not good television, or even that it's not where the characters came from) who thinks everything TMNT should emulate it. Most fans of the comic hated it and most active fans today see it as the Super Friends of TMNT, terrible but too well known to ignore. So there you have it, comic book enthusiasts clashing with nostalgic morons.
B) The show thinks it can get away with moments of serious drama when it's 75% wacky hijinks. Most episodes are full of shit like Ice Cream Kitty, Pizza Face, Muckman, Mondo Gecko, Dream Beavers and Punk Frogs, then BAM! You get a fucking funeral scene for a character who does very little in the show and was mostly used for even more dumb jokes, like a cheese phone or giant hamster wheel. It's like watching SpongeBob with scenes of an Otomo flick spliced in, it's fucking bizarre.
That and the show also had a bunch of plotholes, threads that lead nowhere, toy shilling and obvious budget limitations.
