When looking at worldwide figures, 1.2 billion against 1 billion isn't that wide a gap; especially when compared against the 3rd highest earning Disney animated film, Big Hero 6, which was a measly 657 million.
The problem though is that Disney was unsure of Zootopia and didn't support its merchandising, unlike Frozen. So Frozen made a shitload in its secondary profits, which guarantees sequels since they have pre-established figures showing that more films will sell more toys, clothes, etc etc.
I'm more hopeful that Zootopia will get an animated series, but one thing that makes me wary about that possibility is that Big Hero 6 may have been a lower earner and still got the TV treatment, but a superhero show is considered instantly "toyetic" (unless if you're Young Justice), while execs might look at Zootopia and ask "can we sell toys based on this show?" and likely ignore the lack of support as the reason why the film had such crap merchandising response.
But who knows. Disneyland and Disneyworld keep selling new Zootopia collectors pins each year, they still have their costumed mascots, they keep adding Zootopia characters to their mobile games, so maybe someone in that company beyond Rich Moore and Byron Howard still thinks the franchise has a future.
