She wanted Shaggy to be something that he wasn't. That isn't to say there's nothing to like about Shaggy. The guy is tall, trustworthy, very kind and generally pleasant to be around. It's just that the two wouldn't really make a good couple and they both seem to realize this by the time their relationship came to an end.

He should have been written as a bro that helped Shaggy score and the relationship trouble would have felt more natural if it had come from some other source, like the aforementioned general romantic incompatibility.
