They brought back General Ross for Civil War and now Infinity War, even though they had little reason to bring back a supporting character the main audience barely recognized.
They've introduced an unresolved conflict between Bruce and the Hulk out of nowhere.
They've yet to resolve whatever is going on between Bruce and Natasha (not even mentioning the fact that Bruce's previous love interest has just been left hanging).
Thor Ragnarok proved that a) the Hulk is still an extremely popular and marketable character and b) it is possible for Marvel studios to make a successful sequel to a movie that was heavily panned.
