I don't think this will change either. Especially with how much of a hate boner Butcher has for supes. I don't see this version of him willingly taking the serum unless it's life or death in a fight and he happens to have it on hand.
Which again makes you wonder why Homelander doesn't just jump in and fuck them all up if they're just normies and don't really have too much blackmail like the original ones did.
It was made pretty clear in the comic that if Butcher were to be killed, then all the blackmail would be automatically dumped and would super fuck the super fuckers. There was a sort of agreement between the Boys, the CIA, and Vought not to stir the boat too much. This is why Vought were especially careful about their supers. There was a tight leash on the Seven and they knew it.
In the show, it seems like they obey Vought just because they write their checks.
There's a big focus on Vought trying to get the government to use supers in the military.

So Vought is not nearly on the same power-level as the comic. Stillwell pretty much brushed off the fact that it's been revealed there's no such thing as born heroes and that she could put a spin on the whole Compund V thing.>>108988144
