Probably because D&D in itself doesn't have a story and also because it's aimed at kids rather than teens.
A good D&D cartoon should have at least as much violence permitted as The Clone Wars for it to work. Unless you want the party to fight nothing but skeletons, constructs and maybe plant monsters.

Too bad 4e setting is kill and there's no chance for any new Fell's Five content.

Greyhawk, Forgotten Realms, Mystara, Eberron, Dark Sun, Planescape, Spelljammer if we're going crazy.
Not to mention "generic fantasy setting" is D&D for the most part, with elves, dwarves, gnomes, lizardmen, orcs, goblins and bullywugs.
Story-wise you just need a party of misfits and a quest.
