This might sound surprising to you but there are a lot of people who love Loki.
I'm guessing they are the same bunch.
In my case, I like the lizard lawyer because he made the plot more complex and actually managed to incorporate a constant threat sensation in the show.
In order to defeat Toffee, they had to literaly pull out a deus ex-machina. That's how good he was.
With Mina happens the opposite: they have to force the good guys to job (to levels that are far from believable) for her not to be one-shoted in a million different ways.
That's why a lot of people value Toffee's participation in the plot far more than other characters in his same position.
