Even though the video is a joke it's obvious that Max still truly believes Sonic is a "toon" like Mickey and needs to be rendered in hand-drawn animation. And the joke is that he's offering himself as dateable based on his skills and knowledge as an animator.
So yes it's a joke, but it's also an attempt to criticize the Sonic movie and highlight how how animation expertise are useful for an animation job, not necessarily for the movie.
