Why would Mulan even have a female villain? That makes zero sense from any standpoint. The entire point was that Mulan was an underdog, constantly looked down upon simply because of her gender and the norms of the time. Shang was simply another aspect of Man's World, one that she had to defeat prove her worth. What does having a female villain accomplish? It's not even progressive at that point, since it goes against the very narrative of the original, which was extremely progressive on its own.
