>>104751633You can't say a character doesn't deserve development when they have a lot of potential to be an (even more) interesting and entertaining part of the story. A character that doesn't deserve development would have to be a fundamentally useless addition to the plot that adds virtually nothing to any part of the show. Dominator adds a lot to the show, and in a good way.
You could say that Dominator doesn't deserve a happy ending or someone that cares about her and should rightfully be dead in a ditch, but the thing is you can incorporate the idea that she is beyond redemption into her arc for the sake of more compelling development.
