TCW almost always uses the more seamless animation quality that appears occasionally in Rebels, or more rarely the cheaper choppy simplistic animation that's used for heavy fight scenes. They only finally did away with those shitty low-quality animations in TCW altogether around S5 during the Umbara arc, that's when they stopped appearing and you only got the pure silky smooth animation from then on out, especially in S7.

Again, this is not an issue over quality, which is the exact same effects used on the exact same engine made by the exact same people, but the quantity they can afford to actually render on the screen which is almost always much much less.
