For a start, real policemen will gun down a criminal if they so much as come at them with a knife and refuse to drop their weapons.
If you had a psycho like Joker on the loose and holding a gun, there's a very high chance that any policeman would have to go-ahead to shoot him centre of mass.
They'll get a medic out immediately, but if he dies, he dies. And the policeman would have to undergo mandatory therapy just for having to discharge his weapon, and bonus sessions for killing a perp.
Life would move on.
I sort of wish it would happen in the comics outside of Batman's control just to see him spaz out like the tard he is.
