I read it as Catra right now having given up on Adora, and liking being second in command, but that at the end of Season 2, she changes her mind, and maybe defect or something. Or, you can also read it that for the first half of the series, so the next season as well, she will still try to bring Adora back to the fold, but the second half of the series is just her enjoying being second in command. Less likely, I think.
