You are absolutely right about how the characters are the main driving force. Everything from the setting, the conflicts, the powers, the backstory are all meant to be window dressing for 3-dimensional high depth characters to interact with each other and for us to study. It's no doubt a character driven show, and I do care for most of them. But that makes all the balls they drop regarding characters all the more baffling and frustrating.
Such balls include the Steven Only POV making it so characters either have to develop because of or around Steven lest it happen off screen, like Amethyst meeting her family which should have been the emotional height for her character, the continuous sidelining of equally deep side characters to the point where we have a dedicated A and B team instead of one big cohesive team and Jasper hasn't had a speaking role in 3 god damn years, the down playing of major characters as the series went on, with long stretches of episodes where the 3 OG Crystal Gems don't speak being common in seasons 4 and 5, antagonists introduced late into the series not having enough time to be fleshed out, namely White but I'd also include Blue and Yellow since it took until season fucking 5 for them to actually be aware of the protagonists, and finally, Lapis as a whole.
I call the show bad not because it does the things it never wanted to excel at poorly, nor because I find it a shame that it's not an action show despite having the best premise for one this decade, but because it does all that and still fucks up its driving force.
