I don't think that was the intent of what they meant, arguably, because you can render toxic substances inert.
I hate the use of "toxic" because it's just become another generalization for "not good" but in Spinel's case, she was kind of wreck and if steven didn't get his powers back in time, she would've actually killed him. Not that the show would ever kill someone that brutally but she did have issues that were giving others a hard time and instead of finding ways to deal with them through mediation, she kept regressing. Not that it was her fault she felt that way but still, irl when you deal with someone who doesn't want help, you struggle too to find out how to help them without getting guilt tripped or sucked into their negativity.
She needed extra work and steven was not doing that because of her actively rejecting help and logical conclusions, and steven kept dropping the spaghetti trying to rush back to his "happily ever after" that she was now ruining in his mind. They both needed to find time and a better way to deal her desire to feel better, but steven should've known better.>>109952116
