i think he's trying to comment on the for-profit prison system in america. prisons make a shitload of money, and use their money to influence pro-imprisonment rhetoric and lobbying the government to relax various laws that make imprisonment easier (to make more money to lobby/advertise more to imprison more people, etc.)
this has run unchecked in the US for so long (similar to the current state of their arms market) that the positive reinforcement for profit-driven incarceration's rewritten public psyche into>he did bad, put in jail!!!
instead of (proven) more socioeconomically sound options like rehabilitation, etc. this is what he's railing against, not the concept of imprisonment you brainlets.
