Think about it, they're the exact opposite in personality for what you'd expect from a hero and villain. Arthur is self-doubting and haunted, Kimiyo is arrogant and aggressive. So keep the origin for Arthur as getting the suit from Jacob Finlay after his death, and him and Kimiyo initially start out as a heroic duo. But that falls apart as Kimiyo really starts taking over and sidelining Arthur because she's kind of a fucking asshole which completely fractures their relationship. Some dudes take out their frustration by cheating on the wife with hookers, Arthur took his out by fighting the Justice League. So now they kind of have this mutual humiliation over the whole thing - Kimiyo is the woman who drove her husband to supervillainy with her cuntishness, Arthur is the dude who became a supervillain because he got upstaged as a hero by his wife. Maybe both of them are low-key having a midlife crisis what with Arthur constantly going up against the Teen Titans and Kimiyo throwing herself vagina first at a gay Australian furry. And they're still married, neither of them can bring themselves to sign divorce papers.
