His enabling comes in the form of being a complete doormat to Jimmy even at his own birthday party, shrugging off sexual comments as jokes, and responding to the news of a rape pregnancy with "we can talk this one out" which is even funnier when the talk does nothing, sounds like a pep talk, and concludes with Jimmy strolling into the cockpit to kill them all right after fantasizing about it out loud. Curly's not evil and I don't think he was trying to cover up rape but he was desperate to believe in a fake peace he was helping create so he kept downplaying the warning signs that were right in his face.
