As it's maintainer I can say that it is still updated, but with limitations, so the neocities version is the preferred one. Most notably, on neocities we don't have to cut the page to fit in 64 kiB.

Any news on TomCat? i don't think he's returning, he's been gone for 6 months now, i believe.
His twitter is gone, website gone, pretty much everything about him is gone. as of PERROs, Kai's twitter is still up, was dead for a while, returned in december but is silent as well. PERROs website is still up
