Those aren't mutually exclusive even tho it might sound like it.
Stronger minions means that if you do play it properly from ahead then you win faster
Turrets increasing bounties and giving less global gold mean that if you do fight the guy who is fed and win you get a bigger gold swing that gives better comeback potential.
vs the "current" read: exagerated situation where:
Weak minions mean that even if you do have a decisive gold lead and enemies have all but given up you still need 15 minutes to grind the game out if even a single opponent waveclears. (Ironically this is exactly what happend to me just 2 days ago when I opened the game at 10 minutes but the game went to 30 minutes despite score being 17-32 and me being afk making the gold difference 15k)
Global gold from turrets means that there isn't really any one person you can take down and stage a comback from. Your bot getting ganked and not even dying basically ensures mid and top also win just from the turret gold and then the caitlyn goes and takes the other 2 turrets while the jungle takes dragon and game is basically done. No kills so there aren't even bounties to cash in if you do happen to win a fight.
