I mean, kind of. "punk" implies something anti-authoritarian in its nature, cyberpunk specifically deals with a future setting where technology has enabled unparalleled oppression by whatever the authority figure is.
If there are police in a cyberpunk setting, they're either renegades or they're villains. That is absolutely implied in the genre. If the police are good guys, it's not cyberpunk, it's just science fiction. A dystopian setting dominated by crooked and dangerous power structures is absolutely necessary.
