Well the bad part is its pretty much both. It has a bunch of small shit that is borderline pointless, and then the content it does have it shitty.
The Divine Beast "dungeons" are short, not difficult in any remote fashion, not rewarding, and are the primary "goals" in the game, and doing them is actually shitty because completing them makes Ganon a pushover. The game has a trillion shrines which half of them are bullshit "tests of strength" which just serve to waste your weapons in order to then give you weapons back. So basically just a waste. I guess you get an orb, who cares? The "side quests" that aren't shrine quests (wow a boring quest to then discover a boring shrine) are as amazing as...Oh, finding 10 grasshoppers for some rupees and no actual development of the reason you went looking for the grasshoppers in the first place. Oh I stumbled into a stable with some people. The same salesman, maybe a shitty little side quest to find some stuff for this person to give me something I dont really need, and no real purpose behind it.
BotW is ONLY good to play around in its engine. It controls nicely, traversal is fun. The combat is garbage, the world is mostly empty and what content there is is not meaningful. Its all copy-pasted to fill this huge world they made. Its like they made a game, decided to make it open world, but didn't have time to make any more content, so they just developed some puzzles and slapped in a million of the same thing to fill it up. The combat also implies this is true. The combat wasn't very good and we are no longer going to be discovering new items like the fairy bow or boots, so instead of developing it further, just make the weapons explode after 5 hits and act like we designed it on purpose so players have to "play around that limitation." Bad design.
