That's not what it means.
It's perfectly fine for enemies to follow different rules, but if the game has told you what those rules are then arbitrarily breaking them can be artificially difficult.
I'm talking dirty shit, like jumping on a regular goomba now kills you with 0 indication that this goomba was different from any other.
