Sort of. Yugioh is insane when it comes to card text intricacies. For instance, targeting a card(s) is not the same as choosing a card(s) and some older cards that were made before this clarification was made can be very arbitrary for targeting vs. non-targeting choice.
Then there's the name thing that you brought up. There's a few different ways to refer to things.> Target 1 Dragon monster on the field> Target 1 "Dragon" monster on the field
These two lines of text refer to vastly different things. The first is a simplification of "Target 1 Dragon-type monster on the field" and refers to the monster's card type listed at the top of the effect box. The second refers to a monster whose name contains the word "Dragon." If it's in quotes it refers to the card name, which is how archetypes word their support.
Then it becomes stupid when you refer to cards like pic related. It can search a card that specifically lists ["Dark Magician"]. This is not the same as a card that does things to ["Dark Magician" monsters] The entire thing is fucked and counterintuitive but follows its own warped internally consistent logic (until future rulings and interactions ruin it again).
