Simply put, a Master of Skitarii is the commander of an entire Cohort, and as such a commander of four Maniples.
There are four Cohorts per Macroclade in service to a Forge World, up to as many are necessary.
Unfortunately, they cannot. An aspiring Technomat may either progress into the Skitarii, or go further into the mysteries of the Cult Mechanicus.
As such, they may aspire to join the Divisio Mandati or Divisio Militaris, perhaps, and through seniority and combat experience gain the title of Tech Priest Dominus during times of war.>>63519635
Certainly, as a Master of Skitarii would be deemed more appropriate by terms of combat experience, much like appointing an experienced Tech Priest to lead as Tech Priest Dominus.

Incorrect. Magi will consult and take their experience into consideration, but Magi specifically will always outclass and outrank a Skitarii of any standing.
They will take their council openly, save for the stubborn ones or an appointed Dominus, though Magi are ordained and above Skitarii.
