Most likely, no. Those are abilities only one player on the enemy team, the Commander, can call in. They have like 5-minute long cooldowns and require another player on the team, a Squad Leader, or the Commander themselves to place a marker on the target either by tossing a special smoke grenade there, or by having direct LOS. The Commander can only call the strike in on a mark, they can't just send it wherever they please, and they have to call it in through a radio which is either in a static position on the map or carried around by another player, the Radioman.
If you notice, though, in the top right the kill feed shows that the Commander that called in that Napalm strike cooked out more of his own teammates than the enemy. Just like IRL, you can't call that kind of fire support on a position too close to your own or it'll backfire.
