depending on the definition capitalism is possible in a per-capitalist environment and ignoring attempts at socialism, socialistic elements have also been a part of pre feudal societies, see roman grain rations.
there is nothing spotting a state from being a liberal market before industrialization, perhaps economic historians could expand on this shit but i'm not one, but what i am saying is the dialectic is bunk.
the only impediment to socialism is infact the strength of the government and the wealth base so i will grant that one, but a place that has the ability to produce enough food to support hte population could totally do that and given that in some settings you can literally produce produce with a low level spell you could make food clerics a profession
actually i think it'd like to see that, a semi-distopian socialist religious state desperately trying to keep up housing and feeding it's ballooning population backed by clerics of the diety of equality, and heavily militaristic.
