It's not particularly bad, but it is rather ridiculous, because of the number of bad decisions that had to line up for it to happen.
-The NCAA Champions aren't always invited to the White House, especially if the White House is busy, so it would have been EASY to say "sorry, we're in a shut-down"
-The shutdown is Trump's fault, in a more direct way than usual. ("Obama's shutdown", by contrast, was about the House and Senate refusing to agree on a budget including the recently passed Obamacare. Trump directly vetoed an approved spending bill, causing the shutdown.)
-Trump, having decided to invite them, and knowing his staff wasn't going to be available, could have contacted any number of organizations to provide the food.
Instead, we ended up with McDonald's and Domino's.
