By Force is a great card. Shatterstorm is worth looking at too, since it can just destroy everything for 4, while By Force might have to pay more than 4 mana for kill 5 or more artifacts. Which is relevant against KCI/affinity/lantern. Against tron or the random cage/sphere/aether vial they're similar, since you'll be able to kill all of their 1-3 artifacts for roughly 4 mana.
I suppose By Force is better than Shatterspree if you have your own artifacts you care about keeping.
Shatter Spree is still really good though, because it does get around Chalice on 1 by using the replicate keyword (the copies are placed upon the stack, they're not cast and thus the Chalice doesn't catch them).
I actually ran into this recently, and was sitting with all 3 on the table and I had to choose. I ended up with Shatterstorm, because it has higher theoretical upside vs decks that play like 5 or more artifacts at a time, like Lantern/KCI/affinity, and you're often paying like 3 mana with the other two anyway so you might as well just play Shatterstorm for 4. But I have the luxury to do this since I'm playing a midrange deck. A deck where 4 mana is an issue of course would prefer to just fire off a Shatterspree for like 2 mana.
So the answer is actually "it depends on your deck and meta". That's not the answer you're looking for, but it also happens to be the answer to most of the "Is this card good?" inquiries.
