Yeah, that's fair. They're very action-y movies so without an interview or something stuff's open to interpretation.
Most of my trust in that power fist comes from the huge stonkin' miracles of Atlantean tech in their heyday like the limitless energy and the hologram thingy still working in the desert
and theorising even less ambitious stuff built on that basis could be superhero-punching level. That and I got the impression in JL Aquaman lasted as long as he did against Steppenwolf because of team support because he fought him alone relatively less compared to Diana, and when he 1v1d him in his own element he got smacked away. Another thing is Mera keeps pace with him throughout all the adventures and...I forgot exactly how clear the movie made this, but I think royals are mainly better than the rank and file more because of training not something inborn? Like Atlanna fought off her pursuers by herself but was still heavily injured after, and I don't think Vulko ever commented on Aquaman being a prodigy or mega powerful teaching him the swirly water thing.
Bu well...we MOSTLY follow royals around in the movie so it's also a very small sample size. And like you said, Steppenwolf IS presented as a threat that made the Olympian gods team up with the Amazons and the Green Lanturns and medieval men with broadswords. Even if it's implied (and I think, outright said in interviews?) that Steppenwolf has gone to seed because he disappointed Darkseid and was exiled it's clear he's meant to be a Big Deal in the movie. Even if it is a bit ridiculous seeing him lurch around fighting Diana and actually being outpaced by Amazons on horseback for a while right after seeing Diana parry bullets with her wrists.
