Bigger=better seems to have originated from old world phallus worship, though it is strange it is so prominent in western cultures given that the Greeks found large phalluses to be unaesthetic, goofy, and inferior. Culturally the ideal phallus was 4-6 inches and had a midlength foreskin that covered the glans with just a bit more, but not too much.
Worship of elements of the female form are more sparse and tended to center around woman as creator, and that in a woman were worlds to be unraveled and explored. The womb was of course also widely worshipped, but with the systematic destruction of panthesism and paganism, goddess cultures and worship of feminine features disappeared. Abrahamic religions became dominant.
So where breast size became such a thing in our culture, I'm not sure. It's only partly natural. Its current presentation is actually an aberration. Though hip size has always been a feature fertility wise. Warrior cultures emphasized smaller hips, as they are more efficient.
