is running on a treadmill different than running outside?

Logically, I know that motion is relative, and that running on a treadmill is no different than walking outside opposite to Earth's spin.
But when I actually get on the treadmill, it feels like it's pulling my legs behind and I'm not doing that much pushing forward. Doesn't make sense, but that's how it feels.
