In theory, yes. Experimentally, we have yet to see a functioning space elevator.

Then why don't all space agencies (NASA, ESA, etc) combine all the forces to make one happen, like they did with ISS?
It would save a fuck ton of money with fuel and allow space tourism or something like that that could make money.

Why wouldn't they be? If they pull off an orbital ring you add trillions to economy year after year within a decade of the initial $1 trillion investment. We spend nearly a trillion a year on the military which is just a soft welfare program for the most part and no one is worried about it's long term sustainability. I don't see a private business could do it better, as a private business has practically never carried out a large infrastructure program AND made sure all citizens of the host country have benefitted. How do you think schools, water lines, electric infrastructure, highways, dams, etc.. that made America's standard of living so high came to be? Direct Government intervention.

Only Launch Loop (Lofstrom Loop). Its an active structure so you dont need any advanced wonder materials, but comes with its own set of issues.
