Repeating textures aren't limited by value or color outright you're limited by differences in compositional typing.
Differences is value, color, shape, line, size, repetition are the things you're fighting. If things are too different between any of those categories they will stand out.
For instance this pic. If you had to give the elements that stand out a hierarchy it would likely go something like
