This is just from one beginner to another, but I'd use a slightly larger circle as base and use the upper "double eyelid" as the center line. Keep in mind that the same amount of the base circle you "shave off" on the side that you divide with the ellipse you also shave off on the other side facing away from you.
The distance between the top of the eyes to the tip of the nose is generally the same as from the tip of the nose to the chin. Eyes vary in size but they generally expand downward, i.e. you never really have eyes that go above the center line. Eyebrows also vary a lot and can exist practically anywhere on the forehead.
Really though, anime varies so much in style that you simply have to figure out your own proportions of your base through practice.
