I know a writer who got published that put different plot elements on bits of paper, then randomly picked them to see in what order things would happen in that story. There's no wrong way of doing it.
Personally I like to flesh out the beginning and the end of the story a bit, then place the "high points" inbetween, the things I'd like to introduce in it and work on building towards these points so there's a payoff (be it in plot progression, character development,...). Then I go back and forth between the different elements depending on what changed. I think it works for me. Gotta find your own method by experimenting.

The things you listed are the fundies, the Loomis of writing. By respecting these, you make a coherent plot (!) delivered in a nice way. But what about the mood? How do you make your big reveals have the impact intended? What about the themes of the story, are there any? How do they feed into the narrative and the characters?
How to make it so it's more than just a well-rounded plot?
That's the hard part -and the most enjoyable, at least I think it is.
