Just because an animation is 12fps doesn't make it any worse than one that is 24fps - it's the animator's use of timing and spacing, and all the other elements of animation that determine its quality.

The timing is all over the place, the frames are messy in an unappealing way and don't flow into each other and the actual body mechanics make no sense. Why does the kid's back arch on full insertion, is he meant to be thrusting? If so, why are the hips, chest or any other part of the body not moving up with the back? What is going on with the girl's shoulders? The left one seems to be popping and the right one is wobbling like jelly. And her torso seems to be extending and contracting because of the weird perspective and poor anatomy. What's going on with the kid's eyes? Furthermore, none of the secondary motion makes sense, the hair, the tie, the clothes, it's all very strange and seems to do its own thing instead of following the main motion of the bodies. There's very little regard for anatomy or accurate mechanics (which could be argued to be the point since it's based on fiction, but the animator clearly doesn't have a deep enough understanding of the fundamentals to be able to break these rules effectively).
