freelancing and tax

I've been working with some client this year, finally made some cash doing concept art. Basically i wanted to try things finally out and I've been planning to sign myself as a freelancer and tax the income for the year once the year ends, but i've just read on some forum that basically it's against the law to actually do any work unless you're already signed as a freelancer at the office and you'll get fined or in some cases jailed, what do i do, i don't want to get fined on top of all the tax i'll be paying when i go and sign myself, do i say i'm just starting with making any money at all?
